A shipment-level framework for choosing full truckload, LTL, or partial truckload by geometry, handling, service risk, and total landed cost.

The wrong comparison between full truckload, less-than-truckload, and partial truckload starts with three rates and ends with the cheapest number circled. The correct comparison starts with the freight.

A low LTL quote can become expensive after a dimension correction, non-stackable adjustment, terminal delay, damage, or redelivery. A full truckload can be wasteful when the shipment is small, flexible, and well packaged. A partial-truckload option can fit between them, but only if the provider's actual operating model matches the service implied by the label.

The decision rule

Choose among FTL vs. LTL vs. partial truckload in this order:

  1. Eliminate services that cannot legally, physically, or safely handle the shipment.
  2. Eliminate services that cannot meet the required pickup, delivery, custody, or handling conditions.
  3. Compare the remaining options on expected total cost: transportation, accessorials, inventory exposure, exception probability, recovery cost, and claims consequence.

Do not begin with pallet count. Two shipments with the same number of pallets can have completely different cube, linear feet, weight distribution, stackability, value, handling risk, and service requirements.

FTL vs. LTL vs. partial truckload: what you are actually buying

The terms describe operating models, not merely shipment sizes.

“Partial truckload” is an industry service label, not a uniform federal category. Some providers use it for shared truckload, some for volume shipments, and some for a service that resembles high-volume LTL. Ask how the freight will move. Do not infer direct transit, limited handling, blanket-wrap service, guaranteed capacity, or truckload liability from the name.

For the custody and document changes behind all three services, start with the operator's map of how U.S. freight moves.

First gate: shipment geometry

The shipment profile should use measured, not nominal, data:

  • number and type of handling units;
  • length, width, and height of each unit as tendered;
  • total cube and linear feet;
  • gross weight and weight by handling unit;
  • stackability and top-load tolerance;
  • center of gravity and axle-distribution implications;
  • overlength, overwidth, overheight, or oversize characteristics;
  • loading and unloading method;
  • ability to rotate, clamp, fork, or cross-dock the unit.

For LTL, geometry affects both network fit and rating. The National Motor Freight Traffic Association explains that the National Motor Freight Classification evaluates density, handling, stowability, and liability. Correct classification therefore requires more than a commodity name. Packaging and dimensions can change density; an awkward or fragile unit can present handling or stowability issues even when it is dense.

For FTL, a trailer's advertised capacity is not the shipment's lawful payload. Tractor, trailer, fuel, dunnage, and equipment tare consume gross weight; axle spacing and weight distribution matter; state and route rules can differ. FHWA's commercial vehicle size and weight overview identifies the federal Interstate gross and axle standards and explicitly notes state exceptions and off-Interstate variation. The carrier or permit specialist must validate the actual route and configuration.

Partial truckload sits between those systems. A provider may price by linear feet, weight, position, density, or a negotiated all-in amount. “Uses half a trailer” is not sufficiently precise. Ask which dimensions drive the quote, whether the freight can be decked or stacked, and what happens if an audit changes the occupied space.

Geometry red flags that should force a manual review

  • one dimension is estimated rather than measured;
  • pallets overhang or freight can settle outside the quoted footprint;
  • the shipment is marked non-stackable without explaining whether anything may be loaded above it;
  • concentrated weight could create floor-loading or axle problems;
  • the handling unit cannot be moved with standard dock equipment;
  • origin or destination lacks a dock, forklift, crane, or safe loading area;
  • the freight is divisible but has been configured in a way that creates oversize exposure;
  • packaging does not protect the product through the expected number of transfers.

When any of these is true, an automated modal rule should stop and route the shipment to an operator.

Second gate: handling and condition risk

The practical difference between LTL and the other options is often the number and character of freight handlings.

In a conventional LTL network, a pallet may be moved at pickup, origin terminal, breakbulk hub, destination terminal, and delivery. That does not make LTL inherently unsafe. It means packaging must be designed for a shared, mechanically handled network rather than a single load-and-unload event. Stable unitization, fork access, edge protection, interior blocking, and a load-bearing top surface can matter more than a “fragile” label.

FTL usually reduces cargo transfers because the freight remains in the trailer. It does not eliminate damage risk. A lightly loaded trailer may give freight more room to move. Mixed freight loaded by the shipper may have incompatible weights or surfaces. A sealed trailer provides a useful custody control only if seal issuance, application, changes, and verification are documented.

Federal cargo-securement requirements apply to commercial motor vehicles regardless of whether the movement is sold as FTL or a shared service. 49 CFR Part 393, Subpart I requires cargo to be contained, immobilized, or secured against shifting and loss from the vehicle. Contract language should also allocate who loads, counts, blocks, braces, and verifies securement; the operating team should never assume that “shipper load” answers every responsibility question.

Partial truckload deserves an explicit handling map:

  • Will the freight stay on one trailer?
  • Can it be cross-docked?
  • Can the trailer be opened and resealed?
  • How many other pickups and deliveries may occur?
  • Who blocks and braces after each stop?
  • Is the service operated by one carrier or tendered onward?
  • Which provider has custody at each stage?

If the provider cannot answer, do not price partial as though it has truckload handling characteristics.

Third gate: service and recovery

Nominal transit is less important than the operating promise and the recovery path.

FTL service questions

  • Is pickup live, drop, or preloaded?
  • Is the transit solo, team, or relay?
  • Are appointment windows compatible with hours-of-service and parking reality?
  • May the carrier use a different tractor, driver, or trailer en route?
  • What happens after a mechanical failure or rejected delivery?
  • Is replacement capacity available on the corridor?

LTL service questions

  • What is the carrier's published or contracted service between the exact origin and destination ZIP codes?
  • Is the service standard a commitment, estimate, or guaranteed product?
  • Which terminals and interline partners may handle it?
  • Do appointment, liftgate, limited-access, inside-delivery, sort-and-segregate, or notification services apply?
  • How are missed appointments, redelivery, and storage handled?

Partial-truckload service questions

  • Is the pickup date fixed or dependent on consolidation?
  • Is the delivery window committed?
  • What other stops, terminals, or transfers are allowed?
  • Is the trailer space firm at acceptance?
  • If the primary carrier fails, can the freight be recovered without unloading?
  • What tracking events and proof will the provider supply?

A time-critical shipment should not be awarded on average transit alone. Compare the latest acceptable delivery, the distribution of actual outcomes on that lane, and the time to recover from failure. When a production line or customer appointment has a hard stop, dedicated capacity can be rational even at poor trailer utilization.

Compare total landed risk, not the linehaul quote

A useful comparison has five cost buckets:

1. Purchased transportation

Include the base rate, fuel treatment, minimum charge, and any guaranteed or expedited service premium. Confirm whether the quote is spot, tariff-based, contract-based, mileage-based, or subject to an active pricing agreement.

2. Rating and accessorial exposure

For LTL, test classification, actual density, minimum charges, dimensional provisions, reweigh or reclass rules, and services at both endpoints. For FTL and partial, test detention, truck ordered not used, layover, extra stops, driver assist, redelivery, lumper, tarp, team, and special-equipment terms.

3. Inventory and customer consequence

Price the consequence of variability:

  • safety stock or pipeline inventory;
  • production downtime or missed installation;
  • retailer or customer penalties;
  • expediting replacement product;
  • labor rescheduling;
  • rejected appointment or reshipment.

These are shipment-specific. A one-day difference has little value for replenishment stock with ample buffer and enormous value for a critical spare.

4. Damage and shortage consequence

Expected loss is not just the chance of damage. It is the chance multiplied by the consequence, adjusted for recoverability. Consider repair, replacement lead time, lost sale, salvage, inspection, disposal, administrative effort, and the amount actually recoverable under the governing contract.

5. Management and recovery cost

Include the cost of tracing, measuring, disputing, inspecting, filing claims, replacing capacity, and communicating with the customer. A recurring invoice correction is an operating defect even when the carrier eventually credits it.

When each service usually wins

FTL is usually the better operating choice when:

  • the shipment legally or physically requires most of a trailer;
  • product value or sensitivity justifies exclusive equipment;
  • the freight cannot tolerate terminal handling;
  • seal integrity and custody continuity are material controls;
  • pickup or delivery is time-critical;
  • specialized equipment, temperature control, team service, or controlled securement is required;
  • the downside of delay or damage dominates the unused-capacity cost.

LTL is usually the better choice when:

  • the freight is compact, stable, accurately described, and packaged for repeated handling;
  • both endpoints fit standard carrier service or known accessorials;
  • the delivery requirement fits the carrier's network product;
  • classification and density are controlled;
  • the shipper values broad scheduled coverage more than exclusive equipment;
  • the cost of dedicated capacity cannot be justified by the shipment's risk.

Partial truckload is usually worth testing when:

  • the shipment occupies meaningful trailer space but does not justify dedicated capacity;
  • the freight benefits from fewer transfers than normal LTL;
  • pickup and delivery have enough flexibility for consolidation;
  • dimensions and linear-foot use are predictable;
  • the provider can document its path, handling, capacity commitment, and liability terms;
  • the lane has repeatable shared-capacity density.

“Usually” is doing important work here. A high-value single pallet may merit FTL. A large shipment with no schedule consequence may work well in a volume or partial service. A full trailer of low-density product may cube out before it weighs out. The shipment profile controls.

Build one request, not three incomplete quotes

Send every bidder the same transport brief:

  • shipper and consignee addresses, hours, contacts, and access constraints;
  • actual piece count, handling-unit count, dimensions, weight, stackability, and photos;
  • commodity description, applicable NMFC item and class where relevant;
  • value, claims sensitivity, temperature, hazmat, food, security, and special handling;
  • required equipment and loading/unloading method;
  • ready time, pickup window, delivery appointment, and latest acceptable delivery;
  • services required at origin and destination;
  • loading, count, securement, seal, and unload responsibilities;
  • requested tracking milestones and escalation times;
  • proposed liability, claim, and accessorial terms;
  • quote validity and all assumptions.

49 CFR Part 373 identifies core information required on covered motor-carrier bills and receipts. Use that as a floor, not a complete shipment specification.

Audit the first moves before changing the routing guide

Before converting a lane, run a controlled sample and capture:

  • quoted and invoiced amount;
  • reweigh, reclass, dimension, and accessorial changes;
  • pickup and delivery compliance;
  • terminal or cross-dock events;
  • exception count and recovery hours;
  • product condition and shortage results;
  • claim amount, evidence quality, and resolution if applicable;
  • operator touches required per shipment.

Do not compare one clean FTL shipment with a difficult LTL shipment and call it analysis. Use comparable freight, origins, destinations, and service windows. If a provider cannot expose the operating events needed to audit the service, treat that lack of evidence as part of the risk.

Operating takeaway

FTL buys control and dedicated capacity. LTL buys access to a shared terminal network. Partial truckload attempts to buy shared economics with a more direct operating path, but its exact meaning has to be proven provider by provider.

Make the freight's geometry, handling tolerance, service consequence, and recovery path visible before you ask for price. Then compare all-in expected cost under the same assumptions. The best mode is the one whose operating model fits the shipment—not the one with the lowest first number.
